According to ICCT, major vehicle markets should achieve a 77% ZEV market share by 2030 and 97% by 2035 to align with the Paris Agreement. The ZEV target score is calculated by comparing a manufacturer’s ZEV sales target to these benchmarks. Manufacturers aiming for 100% ZEV sales receive the highest score, with adjustments for those producing Plug-in Hybrid Electric Vehicles (PHEVs).
The analysis reveals that nine automakers have set 100% ZEV targets for at least one brand in leading markets. Tesla, with its exclusive production and sale of ZEVs, leads the pack and earns the highest score. BYD, in its transition to EVs, sees a score reduction due to the inclusion of PHEVs in its target.
Tata-Jaguar targets 100% ZEV by 2025, and Geely-Volvo, Toyota-Lexus, and VW-Bentley aim for 100% ZEV by 2030. BMW-Mini, GM, Ford, and Mercedes-Benz have set a 100% ZEV target by 2035.
Chinese manufacturers receive lower scores because of their short-term targets and inclusion of PHEVs in their targets. Geely and Volvo are transitioning, Hyundai-Kia has set targets for both brands, and Tata has multiple targets across its brands.
Manufacturers headquartered in Japan show growing commitment, with Nissan and Honda setting ambitious global or leading market ZEV targets for 2030 and 2035. Toyota updated its target to sell 3.5 million BEVs globally by 2030. Suzuki, however, has not announced any ZEV target as of the end of 2022.
